The participants of the event presented their experiences and recommendations for decision-makers regarding the green transition of rural areas, which faces a large number of problems. The general experience is that the green transition is more designed for urban areas. In addition, as very important, it turned out that, in addition to knowing the local regulations, knowledge of the local language and customs is required. Often, local self-governments do not grant permits for the implementation of certain activities in the area of transition to a circular economy. Frequent examples are in the area of solar panel installation, but local governments do not allow it because they are older buildings or buildings under protection – or there is resistance from the residents themselves.
The event was attended by 104 participants, of which 26 were officials of the European Union and member states.
There are numerous attempts to introduce one of the important goals of the circular economy in rural areas (energy efficiency, through the establishment of a local energy community), but mostly in practice it turns out that certain companies take part in the said work and gain profit, with no particular benefit for the rural communities themselves.
The basic recommendations for decision makers are:
- Strategies must be realistic and understandable
- Strategies must specify tangible and clearly defined goals
- Positive examples of the green transition of rural areas should be more visible
- It is necessary to encourage the exchange of experience between rural areas
- It should be recognized that rural areas need more support during the entire green transition process
